Council of Europe study highlights way forward for democracy education



Strasbourg, 09.09.2003 - Education experts are to come up with new ideas
to improve democracy and citizenship teaching in the Council of Europe's
45 member states during a seminar at the Strasbourg headquarters on 11 and
12 September.

The seminar - part of the project on Education for Democratic Citizenship
- will centre on a wide-ranging analysis of how citizenship is taught
throughout Europe.

The study, compiled by top European experts, is a cross section of how
Europe's countries help young people and adults alike to learn about the
way democracy works and their role in the process.  It provides a map for
national policy makers - sketching out good practices, such as
schoolchildren joining in school management boards and voluntary mediating
services by which young adults help pupils solve school or family-related
problems.

One aim of the seminar is to find ways to bridge the gap between policies
and practice - the study shows, for example, that few people are aware of
government action on the issue and many are left out when projects are
drawn up. It will also focus on three themes - democratic school
governance, participation by pupils and students in both out-of-school and
in-school activities, and teacher training.
