Best wishes, Allwyn D'silva Director --------------------- NATIONAL HUMAN RIGHTS EDUCATION WORKSHOP Mumbai (India), 10-14 October 2003 "Education for human rights and democracy is itself a human right, and a prerequisite for the realization of human rights, social justice and democracy" (The United Nations General Assembly Resolution 49/184 of 23 December 1994 proclaiming the ten-year period beginning on 1 January 1995 the United Nations Decade for Human Rights Education) The International Human Rights Education Consortium along with Documentation Research and Training Centre (Justice And Peace Commission) is conducting a five day residential "National Human Rights Education Workshop" in Mumbai from the 10th of October to 14th of October 2003. The theme for this workshop is Human rights education and training for educators at the non-governmental level. Need to hold this workshop: The World Conference on Human Rights (Vienna, June 1993) in the Vienna Declaration and Programme of Action had stated that human rights education, training and public information are essential for the promotion and achievement of stable and harmonious relations among communities and for fostering mutual understanding, tolerance and peace. The Conference recommended that States should strive to eradicate illiteracy and direct education towards the full development of the human personality and the strengthening of respect for human rights and fundamental freedoms. It called on all States and institutions to include human rights, humanitarian law, democracy and the rule of law, as subjects in the curricula of all learning institutions in formal and non-formal settings. Pursuant to a suggestion of the World Conference, the General Assembly, in its resolution 49/184 of 23 December 1994, proclaimed the 10-year period beginning on 1 January 1995 the United Nations Decade for Human Rights Education. Human rights are the democratic expression of people respecting people because we are all human beings. If we are to expect that human rights, the dignity of the human person, and the principles of democracy are to be respected, then human rights education needs to be focussed on. The increasing daily violation of human rights is a strong ground for the urgent need of human rights education. Recognizing the importance of human rights education and realizing the need to have a concrete framework of the curriculum on human rights, this workshop on Human rights education is being organized. AIMS & OBJECTIVES OF THE WORKSHOP: The National Human Rights Education Workshop aims to develop a curriculum on human rights for organizations working in the field of human rights education and training. The workshop also aims to explore the possibility of developing a curriculum for universities and colleges. Further considering the vast expertise and knowledge of the resource person, the workshop aims to enable the participants to gain insight and knowledge on human rights issues and topics. The objectives of the Human Rights education workshop are: ¨ Provide a sharing forum for individual experiences in the field of human rights training and education. ¨ Based on an understanding of the need for human rights education, to develop a curriculum for the same. ¨ To provide an international understanding of human rights and related issues. ABOUT THE RESOURCE PERSON: Prof. Theodore S. Orlin, one of the founder members of IHREC will be the main resource person for the workshop. Having completed his Bachelor's in Arts from the Brooklyn College of City University of New York, he went on pursue a course on the International Protection of Human Rights in 1972 from the International Institute of Human Rights followed by Juris Doctor from the State University of New York at Buffalo in 1973. A recipient of many educational awards and scholarships, he is currently a professor of public law at the Utica College of Syracuse University. He has a rich experience in the field of legal/ human rights at the international level both from the developed as well as the underdeveloped nations perspective. Besides being invited to make presentations and give lectures on human rights and law in Eastern Europe, Taiwan, Africa, East Asia and the U.S, his literary contribution has been equally outstanding. TOPICS TO BE PRESENTED AT THE WORKSHOP: 1. Role of civil society in promoting and protecting human rights with emphasis on the role of Non-governmental organizations. With increasing human rights violations, the governmental agencies are coming under sharp scrutiny for their work with regards to protection of human rights. In the absence of an effective controlling body, the role of civil society in promoting and protecting human rights is gaining importance. Hence there is a need to understand how civil society could play a pivotal role in promoting and protecting human rights. Within the civil society, the non-governmental organizations play an important role in being vigilante and keeping a check on the government. The importance and role of the non-governmental organizations needs to be dealt with in detail to understand their standing for promoting and protecting human rights. 2. Religious freedom and human rights vis-à-vis role of the State. In the current Indian socio-political scenario, the aspect of religious freedom is being questioned by and large by people in general. Post Godhra, role of the State has shot into the limelight and the concept of freedom of religion is being analyzed. Gradually over the years, the freedom of religion has been under threat thus leading to a feeling of insecurity among people. Considering that freedom of religion is one of the human rights laid down in the Universal Declaration, a deeper understanding of this concept is imperative. 3. Complaint mechanism applicable in case of violation of human rights It is an accepted fact that human rights are being violated on a daily basis and on an increasing rate. The incidence is widespread which entails that steps need to be taken by people at all levels and the burden to act need not be restricted to organizations working in the field of human rights. Knowledge of the complaint mechanism is the key to build a strong base for protecting and promoting human rights. 4. Inputs on training for trainers on human rights Human rights is a dynamic concept. Being a relatively new term for the people at large, it requires to be dealt with creatively and according to the background of the people. For the training to be effective, the trainer should be aware of the finer points to be kept in mind while conducting the training. Hence through this workshop, the participants can learn about the methodology of human rights training program. VENUE The five day residential workshop will be held from the 10th of October to 14th October 2003 at Atma Darshan, Mahakali road, Andheri (E), Mumbai-400093. The workshop commences on the 10th of October 2003 at 4p.m. with registration and will end on the 14th of October 2003 at 5.30 p.m. WORKSHOP FEES: Rs. 500/- per person which is inclusive of lodging, boarding and course material. There are some scholarships available for low-income participants. In special cases some assistance for one way second class travelling costs will be available (further details by request).
