Research and evaluation on impact of HRE



Dear colleagues,

As John Lawrence and Lakshman Jayasinghe pointed out in previous messages
on the List, not much data are available on the impact of human rights
education (HRE), let alone on the impact of HRE on reconciliation, the
area John and Lakshman are specifically interested in.

Let me say that unfortunately we do not have in general in our work in HRE
empirical evidence of the impact of our work. The main problem is that not
much resources and time is put in research. The agencies that support HRE
are much more interested in action than in knowledge There is always been
the following dilemma: either we in HRE put our efforts in action
(grassroots work) or in research (accumulation of knowledge). In my
opinion both are not contradictory or one does not exclude the other.
Action is the basic of knowledge. Action is very needed, but also we need
knowledge (qualitative and quantitative knowledge). We need to know what
is the impact of our actions.
