[***The English version of this announcement follows after the Spanish version, Mod.***] CONVOCATORIA PARA PREMIO EN DERECHOS HUMANOS La Academia de Derechos Humanos y Derecho Internacional Humanitario de la American University, Washington College of Law se complace en convocar al Premio en Derechos Humanos. Los interesados en presentarse como candidatos al Premio deben ser abogados con demostrada experiencia o interés en el área del derecho internacional de los derechos humanos. Para efectos de participar en el Premio, los interesados deben hacerlo mediante la presentación de un artículo jurídico escrito en español o inglés, de carácter inédito y de producción individual del participante. La Academia concederá dos premios, uno para el mejor trabajo en español y el otro para el mejor trabajo en inglés, los cuales consistirán en: 1) beca de estudio para participar en la Academia de Derechos Humanos y Derecho Internacional Humanitario; 2) gastos de traslado a Washington D.C. para los ganadores y 3) gastos de alojamiento así como un estipendio para gastos de estadía durante las tres semanas de duración de la Academia de Derechos Humanos. Para el año 2003, los artículos jurídicos que compitan por el Premio deberán versar sobre la temática: "Sistemas regionales de derechos humanos". La extensión de los artículos deberá ser de 25 a 30 páginas y el plazo límite para hacer entrega de los trabajos es el 15 de febrero del 2003. El jurado que decidirá el otorgamiento del Premio estará integrado por profesionales de reconocido prestigio en el área del derecho internacional de los derechos humanos. El fallo del jurado se dará a conocer el 15 de marzo de 2003. REGLAMENTO PREMIO EN DERECHOS HUMANOS La Academia de Derechos Humanos y Derecho Internacional Humanitario de la American University, Washington College of Law se complace en convocar al Premio en Derechos Humanos de acuerdo con los siguientes criterios: 1. Los interesados en postularse como candidatos al Premio deben ser abogados con demostrada experiencia o interés en el área del derecho internacional de los derechos humanos. 2. Los interesados en participar en el Premio deben hacerlo mediante la presentación de un artículo jurídico escrito en español o inglés, de carácter inédito y de producción individual del participante. 3. La Academia concederá dos premios, uno para el mejor trabajo en español y el otro para el mejor trabajo en inglés. El premio consistirá en: A. una beca de estudio para participar en la Academia de Derechos Humanos y Derecho Internacional Humanitario, B. gastos de traslado a Washington D.C. para los ganadores, y C. gastos de alojamiento así como un estipendio para gastos de estadía durante las tres semanas de duración de la Academia de Derechos Humanos. 4. Para el año 2003, los artículos jurídicos que compitan por el Premio deberán versar sobre la temática: "Sistemas regionales de derechos humanos". Los participantes tendrán flexibilidad para seleccionar un tema que comprenda cuestiones relativas al funcionamiento o a la jurisprudencia desarrollada por cualquiera de los sistemas regionales de derechos humanos existentes en el ámbito internacional. También se aceptarán artículos que evaluen propuestas para la creación de mecanismos en aquellas regiones en las cuales los mismos aun no se han desarrollado. 5. La extensión de los artículos deberá ser de 25 a 30 páginas, incluidas las notas de pie de página, a doble espacio y en tamaño de letra 12 Times New Roman. 6. Los artículos deberán ser enviados por correo postal a American University, Washington College of Law, Academy on Human Rights and Humanitarian Law, , 4801 Massachusetts Ave., NW, Washington D.C. 20016 y por correo electrónico a hracademy@wcl.american.edu en formato Microsoft Word. No se aceptarán trabajos enviados por fax. 7. Los artículos serán firmados con seudónimo con el fin de garantizar total imparcialidad al revisar los artículos. Anexo al artículo, los participantes incluirán un sobre con los datos personales del autor así como información sobre cómo contactarlo. Adicionalmente, cada participante deberá incluir un currículum vitae de no más de tres páginas en el cual se indicará la experiencia o interés del autor en el tema de derechos humanos. 8. El plazo límite para hacer entrega de los trabajos es el 15 de febrero de 2003 a las 18:00 horas. 9. El jurado que decidirá el Premio estará integrado por profesionales de reconocido prestigio en el área del derecho internacional de los derechos humanos. 10. El fallo del jurado se dará a conocer el 15 de marzo de 2003 y se hará público a través de la página web de la Academia. Los ganadores serán inmediatamente notificados de tal forma que puedan realizar los arreglos necesarios para trasladarse a Washington D.C. El fallo del jurado será definitivo e inapelable. 11. La Academia se reserva el derecho de declarar el Premio desierto si los artículos presentados no reúnen, a juicio del jurado, los mínimos de calidad exigidos. 12. La ceremonia de premiación tendrá lugar durante el cierre de la Academia de Derechos Humanos y Derecho Internacional Humanitario y será presidida por Claudio Grossman, Decano de American University, Washington College of Law, con la participación del cuerpo de profesores de la Academia. 13. Los trabajos presentados serán de propiedad de la American University, Washington College of Law, Academia de Derechos Humanos y Derecho Internacional Humanitario. La Academia se reservará el derecho de publicarlos en forma escrita o electrónica y/o diseminarlos de la manera que juzgue pertinente. Si el trabajo no fuese publicado dentro de un tiempo razonable, éste será entregado a su autor, previa solicitud del mismo. 14. Si en el desarrollo del concurso se presentare una situación no contemplada en el presente reglamento, la Academia la resolverá a su discreción y lo comunicará oportunamente a los participantes. 15. La participación en el Premio supone la aceptación de los participantes de los requisitos aquí descritos. In order to participate in the Award, applicants must submit an unpublished legal article/paper written in English or Spanish, and written solely by the candidate. The Academy will grant two Awards, one for the best article in English and the other for the best article in Spanish. The Award in each case will consist of: 1) A scholarship to participate in the Academy on Human Rights and Humanitarian Law; 2) travel expenses to attend the Academy in Washington D.C., and 3) living expenses for the three weeks of the Academy. For the year 2003, candidates must choose a subject pertaining to "Regional Human Rights Systems". The articles must be 25-30 pages in length and must be received by February 15, 2003. The jury will consist of professionals with a recognized expertise in international human rights law. The jury will make a decision by March 15, 2003. Participants will have the flexibility to choose a subject related to the structure, functions or jurisprudence of any of the regional human rights systems existing in international law. Articles analyzing proposals about the creation of mechanisms in those regions where they do not currently exist are also acceptable. 5. Articles must be 25 to 30 pages in length, including footnotes, double spaced, and using 12-point Times New Roman font. 6. Articles must be mailed to American University, Washington College of Law, Academy on Human Rights and Humanitarian Law, 4801 Massachusetts Ave., NW, Washington D.C. 20016 as well as via email to hracademy@wcl.american.edu in Microsoft Word format. Articles sent via fax will not be accepted. 7. In the interest of impartiality, the articles must be signed with a pseudonym. Participants will attach an envelope to the article including the author's personal information as well as contact information. In addition, each participant will include a curriculum vitae of no more than three pages in length explaining the experience or interest of the author in human rights issues. 8. The deadline to submit the articles is February 15, 2003 at 18:00 hours. 9. The Jury deciding the Award will be integrated by professionals with a recognized expertise in international human rights law. 10. The Jury will make a decision by March 15, 2003, and the name of the winner will be made public through the Academy's web site. The winners will be immediately notified in order to make the necessary arrangements to travel to Washington D.C. The decision of the Jury will be final and will admit no recourse. 11. The Academy has the right to call the Award off in the event that the articles presented do not include, in the opinion of the Jury, the minimum requirements. 12. The Award reception will take place during the closing day ceremony of the Academy and will be presided by Claudio Grossman, Dean, American University, Washington College of Law, with the participation of the Academy's faculty. 13. The articles presented will be the property of American University, Washington College of Law, Academy on Human Rights and Humanitarian Law. The Academy will reserve the right to publish them in a written or electronic format and to disseminate them as judged appropriate. In the event the article were not published within a reasonable time, it will be returned to the author, upon request. 14. In the event there is a situation not herein included, the Academy will resolve it at it's own discretion and will inform the participants thereof. 15. Participation in the Award presupposes acceptance of the terms herein described.
