Experts needed for PHARE projects in Czech Republic and Romania



Dear Sirs,

We, a German education consultancy, are preparing at the moment tender
documents for two PHARE projects: a Czech republican project on Roma
Integration and a Romanian project on Access to education for
disadvantaged groups.

We are urgently searching for suitable experts for the key positions -
preferably experts coming from the EU member states - and would like to
ask you if you could support us with your mailing lists in this search.

The PHARE- project "Access~o education for disadvantaged groups with a 
special focus on Roma in Romania" has the following target: Provide support 
to the Ministry of Education and Research in designing and implementing the 
activities directly related to the educational process (teacher and 
mediators training, curriculum development, educational materials 
development, second chance programme revision, community participation, 
monitoring and evaluation of the impact at the classroom, school and 
community level); Duration: Sept.2002 until July 2004

For the mentioned project we are searching for the following positions: The 
Experts should come preferably from the EU member states (or from candidate 
states if the experts have longstanding international working experience) 
(Experts from non EU or non candidate countries are not accepted !!!)

A) One International Short Term Expert as Programme Director  for about 6 
months in a flexible way over the duration of 23 months (project duration)
- 	university degree in education or social area as well as sound 
experience in complex international projects management in the field of 
education or social development;
-	at least 10 years experience in co-ordinating multi-disciplinary teams of 
experts;
-	good organiser, flexible and creative, capable of delegating 
responsibilities and supporting the team members;
-  have an international network of specialists in the areas related to the 
project: Roma, . educational policy, minority/ intercultural education, 
teacher training, long distance education, community development, 
educational infrastructure;
-	fluency in English.

B) One International Long Term Expert who will be the Team Leader for the 
total duration of the project (23 months)
- 	university degree in education or social area as well as sound 
experience in minority /disadvantaged groups education projects (previous 
experience in education project for Roma is an advantage);
-	excellent team co-ordinator, capable of delegating responsibilities and 
ensuring quality of performance by the team members;
-	good oral and written communication skills;
-	flexible and creative, capable of developing good relations in a 
multicultural environment;
-	good knowledge of Phare procedures;
-	fluency in English;
-	fluency in French, Romanian or Romani is considered an advantage;

C) One International Long Term Expert as Training Co-ordinator for the 
entire duration of the project (23 months)
-	university degree in education as well as sound experience in designing, 
co-ordination, delivery and evaluation of teacher training programmes for 
pre-university education;
-	excellent team co-ordinator, capable of delegating responsibilities and 
ensuring quality of performance by the team members;
-	have an international network of teacher trainers in the areas targeted 
by the project: Roma education, educational policy, intercultural 
education, remedial teaching, long distance education, curriculum 
development, active teaching, other areas related to Roma education;
-	good oral and written communication skills;
-	flexible and creative, capable of developing good relations in a 
multicultural environment;
-	fluency in English;
-	fluency in French, Romanian or Romani is considered an advantage

D) One International Long Term Expert as Procurement and Financial Adviser 
for a minimum of 6 man months - to be supplied on a needs basis over 23 
months period
-	university degree as well as at least 5 years experience in EU (Phare) 
projects implementation;
-	good knowledge of EU programmes implementation, financial and reporting 
procedures;
-	fluency in English ( oral and written);
-	ability to work in an international team.

For the project: "Support to Roma Integration in the Czech Republic" we are 
searching for an international expert who must come from the EU member 
states or candidate countries

The Project leader should fulfill the following requirements:

*	A minimum of 7 years experience in addressing minority issues in schools 
in a Member State or Candidate Country. This experience should include:

1.	Making proposals to ensure that minorities benefit equally from the 
education system as compared to majorities.
2.	Implementing such proposals in schools, including monitoring and 
evaluating their effectiveness and the way that they are delivered.

Particular experience at primary school level will also be considered an 
advantage:

*	A minimum of 2 years teaching experience, with an appropriate 
qualification. Any knowledge and/or experience of teacher training will be 
considered an advantage.
*	A minimum of 4 years experience in project management
*	The project leader will oversee all aspects of these terms of reference, 
using his knowledge and experience to provide the beneficiary with 
innovative and appropriate suggestions. He will be able to directly 
intervene throughout the course of the project's implementation.

Scope of work of the project

General:

1	Research into the situation of Roma in primary education
2	Material for improving the education of Roma students
3	Training of teachers and Roma pedagogic assistants in the delivery of 
material for improving the education of Roma students

Duration of the project: October 2002 until September 2003
