New Reports of UN Special Rapporteur on the Right to Education

The Right to Education Project has made available online two recently
released reports from the UN Special Rapporteur on the right to education,
Prof. Katarina Tomasevski.

US Mission Report and Annual report 2002 Available On-line.

The first report, on Prof. Tomasevski's Mission to the United States of
America (24 Sept.-10 October, 2001)

the state of the realization of the right to education in the United
States. Providing a much needed analysis of country-specific challenges in
education from a human rights perspective, the report reviews the
historical background of free public education in the United States,
examines current initiatives surrounding and fiscal allocations for public
education and discusses the racial and gender profile of economic
exclusion. Using examples from Mississippi, Kansas and New York City, the
Special Rapporteur reviews the costs of denying the right to education and
provides recommendations for raising the priority of education in light of
long-term benefits.

The Special Rapporteur's annual report

the progressive realization of the right to education globally. In light of
current global education strategies, the report considers financial
commitments to free primary education, debt relief and development aid
strategies for education, protecting human rights in education, and
enhancing human rights through education. The report features rights-based
indicators developed by the Special Rapporteur in light of her 4-A scheme
(making education available, accessible, acceptable and adaptable),
providing grounds for the production of rights-based statistics as an
effective means to monitor and report on the realization of the right to
education worldwide.
