SEEKING TO SHARE RESEARCH AND KNOWLEDEG ON THE RIGHTS OF URBAN REFUGEES
AND MIGRANT WORKERS IN KENYA

Dear friends

RUBCON GROUP:
Research, Documentation and Dissemination Program.

RUBCON GROUP, was founded in 1999, to conduct research and field studies
on the rights of urban refugees and migrant workers in East Africa.
Initially the focus will be in Kenya.

No one may know precisely the numbers and patterns of distribution of the
various refugee groups and migrant workers living in the main urban areas
of Kenya. Generally, the Somalis, the Ethiopians, the Sudanese and
Congolese are the main groups. However small pockets of West Africans, and
other nationalities are also known to be living in the Kenyan urban areas.
Most of them are actively involved in trade and other income generating
activities like ordinary Kenyan citizens do.

The research, documentation and dissemination initiative by RUBCON, will
focus on rights issues that affect the above mentioned refugee groups in
Kenya. Cases of harrasment, unlawful detention by the police, denial of
identity cards and physical insecurity on these refugees are always
reported in the local press. Whenever there are insecurity incidences,
involving use of rifles and violence, they are more likely than not to be
the target, as scapegoats, in which case they are rounded up into custody
and in most cases released without any charges being preffered against
them.

Through the reaearch, the RUBCON GROUP, hopes to share its findings,
experiences and works with interested individuals, groups, instittutions,
professional associations and organizations, besides the responsible
government authorities. Through such the manner in which they, the
refugees are treated and perceived should change for good and that the
authorities, can put in place mechanisms and policies to mitigate the
situation.

We are asking for your input and feedback from any organization or
individuals, who have insight knowledge in this area, and any ideas that
may help us do much better. Finally, we welcome as many organizations,
individuals and associations, who are interested in sharing in our work.
Please feel free to send us youe feedback at hfrontierslaw@yahoo.com or
physical address, RUBCON GROUP, P.O.BOX 13710, POSTA PLAZA, NAIROBI,
KENYA.

Yours Sincerely,

Fred O. Odhiambo
