Peace and Human Rights Education for Civil Servants (Philippines)



My office is the human rights education arm of the constitutional
Commission on Human Rights (a National Human Rights Institution of the
Philippines).  We have been into human rights education since 1987 with
the following audiences as our top three priorities:  military,
para-military, police, jail wardens/corrections officers; the academic
circles; and, national and local government authorities and functionaries.

During the golden year anniversary of the Universal Declaration of Human
Rights, and in keeping with UNDHRE, our now deposed President issued, at
our instance, a presidential memorandum order which required all
government entities to undertake a continuing program of peace and human
rights education.  In pursuing this directive, the Office of the
Presidential Adviser on Peace Process entered into a Memorandum of
Agreement with our office.  Together, we have been carrying out since 1999
our joint program called "Peace and Human Rights Education for Civil
Servants."

In October 2000, we ventured to develop a trainers handbook on peace and
human rights for local government units (LGUs) by first conducting a
curriculum writing workshop with a small group of selected peace and human
rights experts/advocates.  We drafted 29 modules. These are slated for
pilot-testing in the last week of February 2001 with the theme "Peace and
Human Rights Education:  Key to Good Governance".

Along this line, we would like to solicit your support in the above-stated
project by sharing to us any of your multi-mediated materials, references,
and experiences on peace, human rights and good governance.  We shall also
appreciate any financial support to further the development of this
program on Peace and HRE for civil servants.
