HUMAN RIGHTS EDUCATION AND DISSEMINATION 21st CENTURY AGENDA THE SECOND INTERNATIONAL CONFERENCE OF THE HUMAN RIGHTS MOVEMENT IN THE ARAB WORLD CAIRO, 13 - 16 October 2000 In collaboration with UN High Commissioner for Human Rights (OHCHR) & Euro-Mediterranean Human Rights Network (EMHRN) INVITATION The Cairo Institute for Human Rights Studies (CIHRS) is convening the Second International Conference of the Human Rights Movement in the Arab World on Human Rights Education and Dissemination in the Arab world to be held in Cairo, 13-16 October 2000. The United Nations High Commissioner for Human Rights as well as the Euro-Mediterranean Network for Human Rights support the conference. The latter is to communicate the conference's recommendations to the Fifth Ministerial Meeting of the Euro Mediterranean Partnership, Marseilles, November 2000. It is noteworthy that, CIHRS's First International Conference of the Arab Human Rights Movement, which was held in Casablanca, April 1999 emphasized the importance of human rights education and dissemination (HRED). Therefore, CIHRS organizes its current conference on this issue to be, profoundly, addressed by a wide range of competent parties. The conference concerned, basically, with dissemination of human rights culture in terms of evaluating the achievements by the Arab human rights movement, interaction with third world experiences and contributing to a new Arab perspective. Objectives The main objective of this conference is to formulate relevant strategies that would serve to advance HRED in the Arab world. It is to examine the political and cultural obstacles facing HRED therein and contribute to solving them. This shall be done through developing concrete plans to overcome such obstacles, which would correspond to, and reinforce the human rights movement in the Arab World. In addition, the conference will adopt the Cairo Declaration on HRED, to be drawn from recommendations, proposals and assessments of the participants. This Declaration will set out principles and standards of HRED in the region, as well as recommendations relating to debates on HRED and its various methodologies. It will also set out an agenda for HRED in the new century. The conference will coincide with the end of the first half of the UN Decade of human rights education. Therefore, it represents an occasion to: -Evaluate the achievements realized during the first half of the decade and to assess what has already been done in the Arab region. -Formulate relevant strategies and give the Arab human rights community the opportunity to contemplate, while on the eve of the 21st century, the ongoing challenges before HRED. -Draw on the efforts exerted by several Arab and international bodies in the region, embodied in the Human Rights Education Conference held in November 1998 by the Moroccan Ministry of Human Rights, UNESCO, UNDP and the UN Higher Commissioner for Human Rights. Also, it will be an occasion to build on the experiences of UNESCO in regional conferences held over the last two years. Conference Themes A- An opening lecture on "The Role of the Egyptian Cinema in the Promotion of Human Rights." B- Evaluation of the Mid-term of UN Decade for Human Rights Education C- Voices from South: The Southern experience in dealing with the challenges facing human rights education and dissemination. Presentations from: Africa, Asia, Latin America, Eastern Europe, and the Mediterranean Basin. D- Evaluation of the Contributions by the Arab NGOs E- Evaluation of the Arab Governments Contributions. F- The Moroccan Experience: Is it a model? G- Impacts of the Dominant Political Culture H- Impacts of the Dominant Islamic and Eastern Christian Religious Culture I- Role of the Media in Dissemination of the Human Rights Culture J- Role of Arts and Literature in Dissemination of the Human Rights Culture. K- Towards an Independent Arab Regional Media for Human Rights L- Adopting the Cairo Declaration on Human Rights Education and Dissemination. Participants The conference will gather about one hundred Arab and international experts and activists from human rights NGOs and governments. NGOs working in the fields of development, women and child rights will be represented. In addition, senior officials, journalists, artists in different fields, media experts, and child literature specialists will also participate. Observers from regions such as Africa, Asia, Latin America and East Europe will be invited to the conference, as well as experts from international Inter-governmental organisations. Parallel Activities 1- The Second Arab Book Fair of Human Rights Publications. 2- The Human Rights Films Festival. 3- Meeting of the 3rd Generation of Human Rights Movement in the Arab Region 4- Meeting of Arab Human Rights NGOs/Donors. 5- Consultative meeting on the UN World Conference against Racism. 6- Meeting of the Arab Human Rights Education Centers and Institutes. Please kindly be advised that: Registration fees will be: - Applicants representing Egyptian organizations: US$ 100 (or LE 350) - Applicants representing non-Egyptian institutions based in Egypt US$ 250 The Fees of the above 2 categories cover as well the reception and lunch during the conference. - Applicants representing organizations based abroad US$ 500 The fees of this category include reception, meals during the conference (4 nights), and transportation from and to the airport. For the last category, expenses of travel and accommodation should be covered by the applicant. CIHRS will provide special rate of travel and accommodation. Translation in both Arabic and English languages will be available during the conference sessions.
