HRE activities in Chile, like in other countries of Latin America, have different needs: ones that are related to more conceptual and political aspects and other that refer to more technical and practical issues. Chile as well other countries are undergoing process of re-democratization. Democracy expressed in a day-to-day life is an important need in order for HRE to find an appropriate atmosphere to be developed. The anti-democratic tensions and contradiction are serious obstacles to HRE. In the technical and practical aspects, in my opinion, one of the main needs are the training of teachers. In our context teachers are not well prepared, not only in the formal aspects (the national and international instruments of human rights legislation) but also in the methodological aspects. In addition there is a need to create materials that will relate in a very close way the content and skills of the curriculum to human rights. This functional contact is very important in order not to separate the curriculum from HRE. One field that should be taken in consideration is HRE as a lifelong education process using the mass media. There are not enough mass media messages that cope with human rights.
