Re: Needs in the HRE field



Dear Members,

I can keep my answer to the first questions short:

No. The Swiss federal system doesn't allow a national legislation on
educational matters. But also on the cantonal level there is no such
legislation, at least that I know of. Human rights are only mentioned here
and there in the educational guidelines.

>* Does a National Committee for HRE and a National Plan of Action exist
>in your country?

No, we don't even have a national commission on human rights.

In Switzerland the following activities need to be further developed in the 
HRE field:

- Adequate training units for different fields of formation, including 
innovative methods of learning by personal experience.
- Testing opportunities for such training units and serious evaluation.
- Awareness activities among the target groups in order to create the 
insight that HRE is an important issue.

>-Which target groups need more attention?

Teachers of secondary school and high school level (i.e. social workers 
schools)
Staff of prisons
Journalists
Medical staff
NGO staff
Asylum seekers
Staff of asylum institutions

>- What are the main training needs?

Training of trainers (teachers).

>- What are the main needs in the area of materials development?

A database of good practices (which are well tested in certain contexts).

To do a professional job we have a chronic lack of funding. Governments
can help by funding our work in the HRE field.
