Request for Information: Training for Customary and Sharia Court Judges



The Legal Defence and Assistance Project (LEDAP), a Nigerian human rights
NGO engaged in legal aid and judiciary training on human rights, will be
holding series of training sessions between February and June 2000 on
human rights in the administration of justice for customary and sharia
court judges in Nigeria.

Customary courts in Nigeria dispense traditional laws and values and a
majority of the people in the southern part of the country are subject to
the these courts. The sharia courts are the equivalent in the northern
part of the country. The case docket of these lower courts are more than
the list of the mainstream common law courts.

LEDAP is seeking materials and comparative curriculum for training in this
area, in particular, with reference to:

- integration of universal human rights principles into the customary and
sharia judicial processes, which themselves are diverse within same
jurisdiction;

- training of lay judges (customary and sharia court judges in Nigeria had
no formal legal education) on human rights in the administration of
justice;

- new concepts in human rights and the Law, human rights and justice
delivery, and human rights and customs/religion;

- any issue/material/resource of interest that may be of help in preparing
the curriculum.

We have prepared a needs assessment study (available soon on our Web site)
but we require comparative input from other jurisdictions.
