We had a conference in 1998 in Osaka entitled "International Conference on Human Rights Education in Asia-Pacific". During the conference we tried to formulate a human rights education strategy. Unfortunately we did not have enough time to finalize the document on the strategy and I want to introduce the draft of it. What do list members think about it, especially on the guiding principle of human rights education (2-b. of the following document)? I think that we need to develop such a kind of principle. If you have ideas or suggestions, would you please inform me? The framework of the draft is as follows: ************************************** Challenges of Human Rights Education Strategies for 21st Century At the Moment of Crisis and Reformasi in Asia Pacific Region 1. CONTEXT OF THE CONFERENCE a. Human Rights Education in the Global Context - the UN Decade and UDHR - the Conference - the Significance of This Document b. Context in Asia-Pacific Region - Economic and Social Crisis in the Region - Crisis Brings Reformasi at the Same Time - Indigenous Cultures and Values in the Region as basis of Universal Human Rights 2. CONCEPT AND METHODOLOGIES a. Concept of Human Rights Education We define human rights education as follows: Human rights education shall be defined as all kinds of education including training, dissemination and information efforts aimed at the universal realization of human rights, and the building of culture of human rights universally stemmed from the context in each diverse society. It shall construct the participatory democratic society by all people without any discrimination. Human rights education shall create and share knowledge, skills and attitude with all people in order to build such societies. b. Guiding Principles of Human Rights Education 1) Learn from the Reality of Human Rights Violations 2) Consider the Connections between Education/Learning and Social Activities to Change the World 3) Empower All the People, especially the Oppressed and Conscienticize the Oppressor 4) Construct HRE Contents and Method from the Context of Learners 5) Emphasize the Participatory Methodology for Horizontal Relationships 6) Holistic and Indivisible Concept of Human Rights 7) Molding Creativity and Imagination of People to Build Universal Realization of Human Rights and the Culture of Human Rights c. Methodological Basis 1) People Have Power 2) Change Is Possible 3) Participatory Methodology Should Be Developed Further 4) Insight from Social Psychology and Global Social Sciences for HRE 5) Methodologies Themselves Quest For Development and Network for Human Rights Education Strategy 3.
