Now Available from the Stanley Foundation: Failing States, China's Energy Security Posted by request: Two new publications from the Stanley Foundation offer recommendations for how the United States should address the problem of failing states and how the United States might partner with China in the international energy market. "The issue of failed or failing states is one of the principal challenges facing the United States in the first part of the 21st century," writes Anatol Lieven in a new Policy Analysis Brief titled "Failing States and US Strategy." "The overwhelming emphasis in American strategy should be on prevention. Once we have extricated ourselves from the Iraq debacle, this will require a radical shift of spending from the US military to US development and humanitarian aid." Lieven is a senior research fellow at the New America Foundation in Washington, DC. In a separate Policy Analysis Brief, Dr. Xuecheng Liu, senior fellow at the China Institute of International Studies, suggests that China and the United States should work together to confront energy security issues. In "China's Energy Security and Its Grand Strategy," Liu also suggests that the two countries have many opportunities for cooperation in joint exploration, production and shipping safety, development of new and renewable energies, and environmental protection.
