OHCHR/UNESCO/Council of Europe sent letter to all Ministers of Education encouraging HRE in the school system



Dear Listserv members,
 
We would like to inform you that the United Nations High Commissioner for
Human Rights, the Director-General of UNESCO (and, for the 46 member
states of the Council of Europe, also the Secretary General of this
organization) have addressed, on 9 January 2006, a joint letter to all
Ministers of Education encouraging the national implementation of the Plan
of Action for the first phase (2005-2007) of the World Programme for Human
Rights Education. You may remember, from previous messages, that that this
phase focuses on the integration of human rights education into the
primary and secondary school systems. The Plan of Action highlights the
broad scope of such undertaking (including policy development and
implementation, the revision of curricula and textbooks, material
development, teacher training as well as the development of learning
environments where human rights are respected) and proposes a strategy and
practical ideas on how to proceed concretely, based on good practices.
 
The letters have been sent to the Ministers of Education and copied to
national human rights institutions, National Commissions for UNESCO and,
for Council of Europe's member states, the national Coordinators of
Education for Democratic Citizenship. It was also copied to the following
national offices of international organizations:
 
- country offices of the Office of the UN High Commissioner for Human
Rights (OHCHR) and human rights units of UN peace missions 
- UN Resident Coordinators (often located with the UN Development
Programme) in those countries where the previous two are not present 
- UNESCO and Council of Europe offices.
 
The organizations who are focussing on human rights education in the
school system at the national level and would like to follow-up on this
issue in their country are welcome to request a copy of the letter sent to
their respective Minister of Education by writing at the address
