Dear Colleagues,

Following up on the agreements from the IV Meeting of the Authorities and
Executive Committee of the CIE, the Technical Secretariat would like to
kindly request your assistance in identifying potential candidates to form
part of the Advisory Board of the Interamerican Program on Education for
Democratic Values and Practices .

The Interamerican Program was approved by Ministers at the IV Meeting of
the Ministers of Education held August 11-12, 2005 on the island of
Tobago. The main objective of the Program is to promote a democratic
culture through education by means of research, professional development,
educational resources, and information exchange.

At their November 9-10 meeting, the Authorities and Executive Committee of
the CIE decided to support initial key activities that will facilitate the
launching of the Program. These activities include the creation of a
coordinating group of interested member countries, the formation of an
Advisory Board made up of renowned experts, the development and
maintenance of the Program's website, and an initial mapping of the
current status of citizenship education in the region. In addition, Mexico
reiterated its offer to host a meeting to share best practices in
education for democratic citizenship in the first half of 2006.

The Advisory Board will be composed of renowned experts in the field of
education for democratic citizenship, including researchers, policy makers
and practitioners. The Board's principal role will be to identify gaps in
knowledge and practice that the Interamerican Program could help to
address. Once selected, the members of the Advisory Board will meet in the
first third of 2006 in order to develop a detailed work plan, benchmarks,
and budget for the Interamerican Program as requested by the Ministers at
the IV Meeting of Ministers of Education. Advisory Board members will be
asked to participate in a series of approximately three follow-up
video-conferences in 2006 and 2007 in order to continue to provide input
into the work plan and to the Program in general.

We have enclosed for your information a document with the criteria for
selecting the Advisory Board members, and additional information regarding
the Board's functions. Candidates interested in applying should send a
letter of interest, a CV, and written answers to the three questions at
the end of the enclosed document directly to the OAS Department of
Education, Culture, Science at Technology, following the enclosed
instructions.

Please note that the deadline for all complete expressions of interest is
February 10, 2006 and that only those candidates that meet all the
requirements will be considered by the Selection Committee. If you have
