Proclamation of the World Programme for Human Rights Education at the UN



Dear friends and colleagues,

As you may know, on 10 December 2004 the United Nations General Assembly
held a morning plenary session (10:00 - 13:00) on human rights education,
to mark the end of the United Nations Decade for Human Rights Education
(1995-2004) and to discuss possible future initiatives for the enhancement
of human rights education worldwide. In particular, the General Assembly
was considering the proclamation of a World Programme for Human Rights
Education to start on 1 January 2005 and to focus, in its first three
years (2005-2007), on the primary and secondary school systems.

The plenary session was opened by the President of the General Assembly,
Mr. Jean Ping; then the Deputy Secretary-General of the United Nations,
Mrs. Louise Frechette, spoke, followed by a number of government

At the end of the session, the Assembly adopted resolution A/RES/59/113,
proclaiming the World Programme for Human Rights Education to start on 1
January 2005 and noting with appreciation the draft Plan of Action for its
first three years (UN Doc. A/59/525). This Plan of Action will be
circulated to Member States for comments, which will be integrated in the
text. The final version will be re-submitted to the General Assembly, with
a view to its early adoption.
