Plan of Action for World Programme for Human Rights Education



Dear Colleagues,

I'd like to share with you that a Plan of Action for the first phase
(2005-2007) of the World Programme for Human Rights Education is now being
developed by the Office of the UN High Commissioner for Human Rights and
UNESCO.

As listserv members may recall, in April 2004 the UN Commission on Human
Rights passed a resolution supporting the launch of a World Programme for
HRE, to start on 1 January 2005. The Commission decided that the first
three years of the Programme would focus particularly (but not
exclusively) on enhancing human rights education within the primary and
secondary school systems. In June and July, a Global Consultation on the
World Programme was organised on the Global HRE List, North American HRE
List and other regional HRE listservs.

Last week, over 50 representatives from Ministries of Education, teacher
organizations, research institutions, NGOs, UN agencies and
inter-governmental agencies from all regions of the world gathered in
Geneva to give input into the draft plan of action. A number of Global HRE
listserv members were present at this meeting, and it was inspiring to see
so many friends and colleagues in person! The final text of the Plan of
Action will be presented to the General Assembly in October/November.

The launch of the World Programme for Human Rights Education, as well as
the consideration and possible adoption of its Plan of Action, is expected
to take place at the UN General Assembly on December 10th, Human Rights
Day. Please keep this date in mind for your own programming - both as an
opportunity to promote human rights education in general but also in
promoting related activities and lobby for action to take place in our
respective countries.

More information will be shared as it becomes available. Let's do our best
to take advantage of this new World Programme in moving along human rights
education in our communities!
