Mechanisms for cooperation and coordination at the national, regional and international level



Dear Members,

We only have two more weeks left in the Global Consultation on the World
Program for HRE. The remainder of this week we would like to focus the
discussion on possible mechanisms for cooperation and coordination of all
our efforts. Next week (July 12-18) we would like use to summarize and
synthesise the discussion and offer members the possibility to review the
draft summaries of each discussion topic.

Now that we have shared our views on strategies for introducing HRE in
Canada, Mexico and the US, for bringing resources to bear on these efforts
and methods of accountability, how can we continue to learn and grow from
each others' experiences? What suggestions do you have for communicating
and coordinating our efforts at the national, regional and international
levels? Some examples of possible ways of REGIONAL AND INTERNATIONAL
COOPERATION include:

- networking
- sharing best practices
- exchange of experiences
- databases
- regional and international initiatives like the 2005 European Year for
Democratic Citizenship, International Decade for a Culture of Peace and
Non-violence for the Children of the World (2001-2010), UN Decade on
Education for Sustainable Development (2005-2014), the UN Millennium
Goals, the Education For All movement, among others
- UN system, Special Rapporteur on Right to Education, treaty monitoring
bodies

Examples of possible ways to COORDINATE EFFORTS NATIONALLY OR AT THE
PROVINCIAL/STATE LEVEL are focal points in the Departments of Education,
national/provincial/state platforms of stakeholders or National Committees
for HRE. What has been your experience with such national coordination
efforts (under the Decade for HRE for example)? Are they effective? Can
they be improved? Is there a success formula that could possible be
replicated in other countries?

We hope you will continue to share your insights and experiences, which
will contribute to the development of the Plan of Action for the World
Program for Human Rights Education. We also encourage you to continue to
send messages about the first, second and third topic of this Global
Consultation: strategies for introducing HRE into primary and secondary
school at the national/state/provincial/district level; resources and
tools that are necessary to accomplish this; and benchmarks for measuring
and evaluating progress.
