Global Consultation on the World Programme for HRE (Jun 14-Jul 18, 2004)



Dear Members,

As you may know, the UN Commission on Human Rights passed a resolution in
its most recent session calling for a World Programme for Human Rights
Education. (Resolution 2004/71, 21 April 2004 can be found in the archives
of the Global HRE listserv at

This resolution calls for the Office of the UN High Commissioner for Human
Rights and UNESCO to prepare a Plan of Action for the first phase of the
World Programme, which will take place from 2005-2007, and which should
focus on primary and secondary schools. This structured plan should define
realistic actions to be undertaken by all actors, including governments
and non-governmental organisations. The Plan of Action, which will include
benchmarks, is intended to complement the more general Decade for Human
Rights Education, which concludes at the end of this year.

>From June 14th until July 18th we will organise an on-line Global
Consultation to provide input for this Plan of Action. The on-line Global
Consultation will be co-organised by HREA and the Asian Regional Resource
Center for Human Rights Education (ARRC), Cairo Institute for Human Rights
Studies, Instituto Interamericano de Derechos Humanos (IIDH), Moscow
School for Human Rights and l'Union Interafricaine des Droits de l'Homme
(UIDH). It will provide an opportunity for you -- members of the NGO
community and others -- to give input to the Office of the UN High
Commissioner for Human Rights and UNESCO as they elaborate the Plan of
Action for the UN General Assembly. We hope that you will take this
opportunity to share your point of view. With partner listservs operating
in all regions, this is a unique and historic moment for gathering input
from individuals and groups across the world!

The on-line Global Consultation will begin on Monday, June 14th and will
take place simultaneously on the Global HRE List and the regional HRE
listservs in Arabic, English, French, Russian and Spanish. The topics for
discussion are as follows:

June 14-20: Strategies for introducing HRE into primary and secondary
school at the national level

June 21-27: Resources and tools necessary to support actors involved in
introducing HRE into schools

June 28-July 4: National benchmarks that can be used for measuring and
evaluating performance and progress in each of these areas

July 5-11: Mechanisms for coordinating the introduction of HRE in schools
at the national, regional and international levels

The fifth week will be used to synthesize the discussion.

Every Monday we will send out a "facilitation" message with questions
regarding that week's topic. At the end of the week, the week's discussion
will be summarised; this will be posted to the listserv in a "summary"
message. These summaries will be the basis for a report to the Office of
the UN High Commissioner for Human Rights and UNESCO.

We warmly invite you to participate in this on-line Global Consultation on
the World Programme for HRE and very much look forward to hearing your
ideas! We also encourage you to forward this invitation to colleagues that
are not (yet) a member of the listserv.
