Dear Kim, I am not certain, but I don't believe there is currently a standing steering committee in the South. Karen Robinson is the ultimate contact person for Amnesty International USA's Human Rights Education Program, and she would certainly know. I think she is subscribed to this listserv, but the AIUSA site can give you more data about the Program and how to join the educators network, etc. Just go to the education section of the site.
