Clinical Legal Specialist, Tblisi, Georgia, 2-3 months, starting any
time btween Nov. 1, 2002 and Feb.1 2003

          Legal Specialist will work with two or more of Georgia's leading law
clinics (and their branch offices) to develop their training program
for law students, including (1) advising on procedures for selection of
students; (2) developing a program which is uniform, with the
inclusion of specific activities that can be evaluated; (3) helping to
develop training manuals; (3) developing evaluation procedures to
document the work done by the trainee and the quality of skills
developed.


Curriculum Reform Specialist, Bishkek, Kyrgyzstan, 6 months, starting
October/November 2002

          Assist in the review and reform of the current curriculum of the
Kyrgyz-American University and/or other interested law  faculties.
Work to strengthen and modernize the curriculum for legal education,
including development of courses on civil and criminal trial advocacy,
basic lawyering skills, legal research and writing, etc.  Assist in the
development of a mandatory ethics course.  Introduction of interactive
teaching methods to legal education.  Work with the Advocates
Association of  Kyrgyzstan (AAK) and the Ministry of Education to
develop and implement accreditation standards for legal education in
Kyrgyzstan.


Legal Education Specialist, Tashkent, Uzbekistan, 3-4 months, starting
September 2002

          Assist in the reform of the current legal education system at 
Tashkent
State Law Institute and its satellite campus in Namangan.
Responsibilities include developing and introducing a progressive legal
curriculum (including editing new legal textbooks), introducing and
providing training in innovative and interactive teaching techniques,
providing training and expertise on international treaties and
substantive areas of law, and organizing study tours for faculty
members.  The specialist will coordinate with the Human Rights Clinic
Liaison in Tashkent, the Bishkek-based Human Rights Legal Specialist,
and the Tashkent-based Legal Education Liaison and staff attorney.


Rule of Law Liaison, Tashkent, Uzbekistan, one year, starting September
2002

          Work with the Student Bar Association to promote organizational
sustainability and development, promote the SBA's interaction with a
variety of legal professionals, and work with it in the development of
a Student's Bill of Rights for law schools. Work on Moot Court
competitions, including administering and the organizing the
competitions adn providing advocacy skills-building trainings.
Coordinating the establishment of an integrated Street Law program at
Tashkent State Law Institute. Additionally, the protfolio will involve
follow-up with Tashkent State Law Institute on reforming its legal
education curriculum.


Rule of Law Liaison, Osh, Kyrgyzstan, one year, starting October 2002

          Focus will be on improving the skill level of law students and legal
professionals.  Work with regional bar associations to  provide
training on substantive legal issues, including human rights, freedom
of expression, advocacy skills, international treaties, etc.  Work
with regional bar associations on organizational and sustainability
issues.  Assist in the creation of a network of lawyers who will
represent NGOs and their membership.  Assist in the formation of a FV
Student Bar Association, assist in the implementation of national and
FV moot court competitions, and provide training and technical
assistance to existing legal clinics in FV.  Coordinate city-level
mock trials in the southern regions.

2003

          Focus will be on improving the skill level of law students, legal
professionals, and judges.  Work with Advocates Association of
Kyrgyzstan to provide training on substantive legal issues, including
human rights, freedom of expression, advocacy skills, international
treaties, etc.  Work with AAK on organizational and sustainability
issues.  Assist in the creation of a network of lawyers who will
represent NGOs and their membership.  Coordinate the national round of
the Jessup Intl. moot court competition. Provide training and
technical assistance to existing legal clinics.  Coordinate city-level
mock trials in Bishkek.  Work with a specialist to strengthen the
curriculum for Kyrgyz-American University.  Provide assistance to the
Judicial Training Center to develop a module on judicial ethics.  Work
with the Judges Association on ethics enforcement and organizational
development issues.


Rule of Law Liaison, Dushanbe, Tajikistan, one year, starting January
2003

          Focus will be on improving the skill level of law students and legal
professionals.  Work will include providing training on substantive
legal issues, including human rights, freedom of expression, advocacy
skills, international treaties, etc. to local partner organizations
and legal professionals.  Explore the possibilities of establishing a
law library in Dushanbe and the creation of several mini-legal
resource centers throughout Tajikistan.  Explore opportunities to open
a legal clinic associated with law schools in Tajikistan


Rule of Law Liaison, Ashgabat, Turkmenistan, one year, starting July
2003

          Focus on improving the skills of law students and legal 
professionals.
   Work with law students association to provide seminars on legal
topics and to establish an annual summer camp.  Work with Turkmen State
University to hold moot court competitions, develop the Legal Resource
Center as a legal education venue and a source of legal information,
and explore the possibility of establishing a law clinic at TSU.  Work
with Turkmen Young Lawyers Association on organizational development
issues.  Oversee an active commercial law portfolio, which provides
training seminars to legal professionals and law students and
publishes a newsletter for the local legal community and international
organizations.  Supervise and mentor resident staff attorneys and
other programmatic staff.


Rule of Law Liaison (Legal Education/Law Students), Almaty, Kazakhstan,
one year, starting December 2003

          Focus on improving the skills of law students and the legal education
system.  Implement the national round of the Jessup Moot Court
Competition and regional competitions, provide substantive and advocacy
skills building trainings for students, and conduct regional mock
trials twice per year.  Provide technical assistance to existing law
clinics in Astana and Oskemen, and explore opportunities for
developing new clinics.  Work on the development of an ethics course
and an advocacy skills course to be implemented into law school
curriculum.  Provide trainings in ethics for law students.
