Living Law Program

Four years ago, the Living Law Program, the Russian version of Street Law,
began as experimental classes in one local St. Petersburg high school on
human rights, constitutional law, civil law, criminal law, and the Russian
legal system. With endowment funding (Open Society Institute, Ford, NED,
COLPI), SPLS expanded this program. Today, the Living Law Program is being
implemented in more than 100 schools across Russia, with more than 3000
students enrolled.

As part of the outreach efforts of the Living Law Program, SPLS has
conducted more than 30 seminars around Russia and abroad, with more than
1000 educators participating in seminars from 40 regions of Russia. The
SPLS Living Law Program is a pivotal part of the international Street Law
project and participates in international workshops for Street Law in
former communist countries as a leader for program development and
implementation. Through foundation funding, SPLS Living Law has hosted
Living Law internships for educators from around Russia, Central and
Eastern Europe and Asia.

Two critical features of the Living Law Program are the involvement of
teachers and law students as instructors for the high schools and the
method of instruction. The method of instruction incorporates formal
lessons using interactive and participatory teaching techniques,
role-playing activities, resource people, and field trips to the courts,
the mediation center, and the city parliament. These two aspects are new
approaches to curriculum development and implementation for former
communist school systems, and as a result, the process, as well as the
content of this program has been hailed as innovative and received with
enthusiasm by educators. SPLS has already developed the first volume of
teaching materials, including student's textbook and teacher's manual.
Additional volumes are planned and in progress. SPLS continuously
receives numerous requests for materials and the opportunity to implement
the Living Law Program in all regions of Russia and internationally.

Best regards,

Larissa Andreichenko,
Living Law project coordinator
