- COMMITTEE ON THE RIGHTS OF THE CHILD: Committee on Rights of Children
Opens its 35th Session [press release]

[GENEVA, 12 January 2004] - The Committee on the Rights of the Child this
morning opened its winter session by hearing an address by acting United
Nations High Commissioner for Human Rights Bertrand Ramcharan. It also
adopted its agenda and programme of work.

In his opening address, Mr. Ramcharan told the 18-member Committee that its
recommendation on working in two chambers had been presented to the General
Assembly which had been receptive. However, at this stage, no consensus had
been reached to endorse the idea. One of the main challenges to overcome
was the important financial implication that this innovative working method
would imply.

Mr. Ramcharan said that during 2004, the Committee would increase its work
on the two new Optional Protocols to the Convention on the Rights of the
Child as it was expected to receive soon several initial reports under
those Protocols. He said it was very encouraging to see that the
ratification rates of those instruments were progressing rapidly. As of
today, 67 States parties had ratified the Optional Protocol on the
involvement of children in armed conflicts; and 69 had ratified the one on
the sale of children, child prostitution and child pornography.

At the beginning of the meeting, Committee Chairperson Jacob Egbert Doek
announced the death last year of Adam Lopatka of Poland, the former
Chairperson of the working group on the drafting of the Convention on the
Rights of the Child. He paid homage to Mr. Lopatka's work.

During its three-week session, the Committee will consider reports from
Indonesia, Guyana, Armenia, Germany, the Netherlands (including Aruba),
India, Papua New Guinea, Slovenia and Japan on their efforts to implement
the provisions of the Convention. The Committee is also scheduled to
discuss its draft general comment on the administration of juvenile justice

The Secretary of the Committee, Paulo David, announced that since its
inception, the Committee had received 269 reports and had so far considered
218 reports. The Convention was ratified by 192 countries.

Reports submitted by NGOs to the Committee on the Rights of the Child are
made available on the CRIN website, in partnership with the NGO Group for
the Convention on the Rights of the Child. These reports are known as NGO
Alternative Reports.

The reports are submitted in accordance with article 45(a) of the
Convention on the Rights of the Child, which states that "The Committee may
invite the specialised agencies, the United Nations Children's Fund and
other competent bodies as it may consider appropriate to provide expert
advice on the implementation of the Convention in areas falling within the
scope of their respective mandates."
