Call for auditors in Executive Master on Children's Rights (November 2003)

Dear colleagues,

The programme of the first Executive Master on Children's Rights organised 
by the Institut Universitaire Kurt Bösch (IUKB/Switzerland - www.iukb.ch) 
in collaboration with the University of Fribourg (Switzerland) has started 
on April 7th, 2003.

However, people can still apply as free auditor for one or several 
particular modules of the master, starting from module 4 onwards (November 
2003).
We would be very pleased if you could announce this opportunity.

We first of all would like to introduce Module 4. Below you will find a 
summary of the main characteristics of this module.

PARTICIPATION AS FREE AUDITOR TO MODULE 4 (10-15 NOV 2003)

Exploitation of Children

An examination of the importance, context and rights of children in 
particular exploitative practices, such as hazardous work, sexual 
exploitation, children in armed conflict, sports, publicity and media


1. General

In the framework of the Executive Master on Children's Rights (EMCR), a two 
year post-graduate training programme on children's rights, the 4th Module 
will focus on children's rights and child exploitation. In addition to the 
regular EMCR students, a maximum of five persons will be accepted to 
participate at this module as a 'free auditor'. This module will be held at 
the Institut Universitaire Kurt Bösch in Sion, Switzerland from 10 until 15 
November 2003.

2. Module 4 on the exploitation of children

The fourth module will examine particular forms of child exploitation from 
a children's rights perspective, taking into account an international and 
an interdisciplinary approach. Special attention will be paid to recent 
evolutions in the field of international law as well as in the field of 
research and social knowledge. After a general introduction and overview of 
the international rights of the child in the context of exploitation, four 
thematic days will consider both legal and social aspects of the following 
themes: sexual exploitation and trafficking, armed conflict, sport and 
media, labour.

Lecturers include Geraldine Van Bueren (Queen Mary and Westfield College, 
University of London, UK), Emanuelle Gillard (International Committee for 
the Red Cross, Geneva, Switzerland), Bernard Boëton (Terre des Hommes, 
Lausanne, Switzerland), Paulo David (Office of the UN High Commissioner for 
Human Rights, Geneva, Switzerland), Mike Jempson (Presswise, UK) Karl 
Hanson (Institut Universitaire Kurt Bösch, Switzerland), Joost Kooijmans 
(ILO/IPEC, Geneva, Switzerland) and Riccardo Luccini (University of 
Fribourg, Switzerland).

3. Admission requirements and application

Persons who wish to participate as a free auditor to this module are 
required to hold a university degree (or judged equivalent), and are 
expected to have at least two years of professional experience relevant to 
the programme. They must also have a very good working knowledge of English 
in order to participate actively in the module. Applications have to be 
submitted in English by e-mail, fax or post. An application consists of a 
motivation letter and a short curriculum vitae (max. 3 pages) that includes 
education record, professional history and work experience in children's 
rights. The application dead-line is 20 October 2003. Please note that as a 
maximum only five free auditors can be accepted. The EMCR Executive 
Committee, that is responsible for deciding on free auditors applications, 
will inform the applicants of its decision before 27 October 2003.

4. Fees

The fees to participate as a free auditor to Module 4 of the EMCR amount to 
1.500 CHF (app. 1.000 EUR / 1.000 USD). Neither travel expenses nor housing 
and meals are included. Free auditors are responsible for covering their 
own accident and health insurance. Applicants are responsible for securing 
their own funding to participate as free auditor. There are no fellowships 
available. Any cancellation from the participant who has been formally 
accepted will be charged with administration costs of 150 CHF.

5. Certificate

Free auditors receive a certificate of attendance to the module of the 
Executive Master on Children's Rights.

EXECUTIVE MASTER ON CHILDREN'S RIGHTS (2003-2004)

The Institut Universitaire Kurt Bösch (IUKB/Switzerland) and the University 
of Fribourg (Switzerland) have decided to launch a new international 
training programme on children's rights, the "Executive Master on 
Children's Rights", a part-time two-year postgraduate programme that 
combines residential teaching and distant learning. The overall objective 
of the Executive Master is to acquire extended and specialised knowledge on 
children's rights in their theoretical as well as in their practical 
dimensions by the introduction of various concepts, approaches and 
experiences. The Executive Master is intended for professionals who work 
with children's rights issues, such as lawyers, psychologists, 
sociologists, judges, social workers, government officials, staff of 
non-governmental organisations, academics and journalists. Admittance 
presupposes a fair amount of practical experience and basic knowledge of 
children's rights issues. The Programme's design allows participants to 
combine the work for this Executive Master with professional duties. The 
methodology used includes mandatory teaching modules and distant learning 
methods, such as the elaboration of an individual training programme, 
practical training and the preparation of a thesis. Each mandatory module 
of the Executive Master considers a specific theme, including the 
following: Children's rights in context, international legal instruments on 
children's rights, the best interests of the child, exploitation of 
children, the child, subject of rights, juvenile justice, international 
adoption, illicit transfer and kidnapping of children and implementation 
and monitoring strategies. The mandatory modules take place in Switzerland, 
alternately at IUKB in Sion/Bramois and at the University of Fribourg. For
