- COMMITTEE ON THE RIGHTS OF THE CHILD: Elections to the Committee on the 
Rights of the Child  [news]

In the 15th and 16th meetings of the States parties to the Convention on 
the Rights of the Child, 13 experts were elected to the Committee that 
monitors the adoption and implementation of the provisions stated by the 
Convention.  Of these 13 seats, five were to replace existing members whose 
terms will end the 28th of February and eight were newly added to expand 
the membership from 10 to 18 people.  The enlargement of the Committee 
membership, which may, among other goals, hasten the review of backlogged 
reports, was adopted by way of an amendment to article 43 of the Convention 
and was entered into force the 18th November 2002.

Out of 29 candidates, the 9 experts elected for a four-year term were: 
Jakob Doek (Netherlands), Kamel Filali (Algeria), Moushira Khattab (Egypt), 
Hatem Kotrane (Tunisia), Lothal Krappmann (Germany), Marjorie Taylor 
(Jamaica), Noberto Liwski (Argentina), Awa N?Deye Ouedraogo (Burkina Faso), 
and Rosa Ortiz (Paraguay).  The 4 experts who were elected for a two-year 
term were: Joyce Aluoch (Kenya), Yanghee Lee (Republic of Korea), Lucy 
Smith (Norway), and Nevana Vuckovic-Sahovic (Serbia and Montenegro).

The remaining 5 experts, whose terms extend to 2005, are: Ibrahim Abdul 
Aziz Al-Sheddi (Saudi Arabia), Ghalia Mohd Bin Hmad Al-Thani (Qatar), 
Saisuree Chutikul (Thailand), Luigi Citarella (Italy), and Marilia 
Sardenberg (Brazil).

- NGO ALTERNATIVE REPORTS [publication]

Reports submitted by NGOs to the Committee on the Rights of the Child are 
made available on the CRIN website, in partnership with the NGO Group for 
the Convention on the Rights of the Child. These reports, which are known 
as NGO Alternative Reports, provide expert advice on the implementation of 
the Convention in areas falling within the scope of their respective mandates.

The reports are submitted in accordance with article 45(a) of the 
Convention on the Rights of the Child, which states that "The Committee may 
invite the specialised agencies, the United Nations Children's Fund and 
other competent bodies as it may consider appropriate to provide expert 
advice on the implementation of the Convention in areas falling within the 
scope of their respective mandates."

- COMMITTEE ON THE RIGHTS OF THE CHILD: Day of General Discussion [event]

The Committee on the Rights of the Child has decided to devote its next day 
of general discussion to the theme of the rights of indigenous children. 
The meeting will take place at the Palais Wilson in Geneva, Switzerland, on 
Friday, 19 September 2003. The meeting is open to the public and 
representatives of non-governmental organizations, including indigenous 
organisations and youth groups, UN programs and agencies, governments and 
other interested individuals and organizations are welcome to attend.

The focus of the general discussion will be on questions of 
non-discrimination and cultural specificity. The first working group will 
discuss issues of racism and xenophobia and discrimination in accessing 
services as well as discrimination when indigenous children come into 
contact with law enforcement officials or the justice system.  The second 
working group will focus on the right to identity and the right to 
education.  The objective of the discussion is to facilitate the exchange 
of information and experiences in order to assist the Committee in 
addressing the rights of indigenous children during the examination of 
State Party reports.

NGOs are invited to submit written contributions on the themes mentioned 
above to the Office of the High Commissioner as soon as possible, and 
before 27 June 2003. Although documents may be submitted in English, French 
or Spanish, they will not be translated into the other languages. If 
possible, documents should be sent electronically.  Oral contributions from 
NGOs are also welcome during the day itself but should be limited to 
interventions in the debate rather than formal statements.

As the meeting is open to the public, written invitations will not be 
issued by the United Nations or the NGO Group for the Convention on the 
Rights of the Child.  For security reasons and due to limited space, 
attendance at the meeting requires advance registration. To register, 
please send your name, organisation and contact details by email to the 
Office of the High Commissioner before 12 September 2003. Please note that 
there is no funding available for travel expenses either from the United 
Nations or the NGO Group for the Convention on the Rights of the Child.
