It focuses not only on the scale of the problem, but also covers issues related to the causes of violence and the methods for preventing violence and reducing its adverse health and social consequences. In addition to the familiar issues of collective violence such as war or conflict, the report examines equally significant yet frequently overlooked issues such as youth violence, child abuse, elderly abuse, intimate partner violence, sexual violence, and self-inflicted violence or suicides. The data on youth violence show that youth homicide rates have increased in many parts of the world. For every young person killed by violence, an estimated 20-40 receive injuries that require treatment. Research shows that fighting and bullying are common among young people and that drunkenness is one of the situational factors found to precipitate violence. As far as child abuse is concerned, data from selected countries suggest that about 20% of women and 5-10% of men suffered sexual abuse as children. It explores such questions as: What is a child? How did the movement for the rights of the child develop? How is it related to the human rights movement? What do we mean by ?rights?? To which rights are children entitled? Do children?s rights vary according to their age and competency? Are rights necessarily in the best interests of the child? The complete text of the United Nations Convention on the Rights of the Child, to which nearly all the chapters refer, is reproduced in an Appendix. Several chapters examine the implications of two of the Convention?s fundamental principles: ?the best interests of the child? and ?the evolving capacities of the child.? Four chapters focus on the legal status of children in the United States, especially in connection with custody and abuse. The book aims to introduce the subject of children?s rights to a general educated audience, and provides a resource for academics, legal professionals, counselling practitioners, policymakers, lawmakers, educators, and parents. It is a tool for urban planners, municipal officials, community development staff, non-governmental organisations, educators, youth-serving agencies, youth advocates and others who are involved in this process. It can offer inspiration to all who believe in the value of community education and empowerment as a fundamental building block of a vibrant and resilient civil society and who feel concern for young people and the quality of their lives. The manual?s core ideas and methods have been field-tested in a wide range of urban settings in both developing and industrialised cities through the work of UNESCO?s Growing Up in Cities project. Case studies from project sites help to demonstrate the methods in action and show how they can be customised to meet local needs. The ideas and results from the country studies of the Growing Up in Cities project are presented in the companion volume, Growing Up in an Urbanising World. Latvia (SFL) Public Policy Fellowship Programme and is the second in the SFL Public Policy publication series. The goal of the series is to improve the quality of the policy process in Latvia by stimulating the development of policy analysis and the professional capacity of the policy community and by promoting decision-making based on policy analysis. This study focuses on the following issues: the causes and effects of the street children phenomenon in Latvia, the lack of clarity in terminology, current policy for the protection of children's rights, and its capacity for coping with this issue. However before this is published, DCI wants to know whether such a publication would help French-speaking organisations in their work, and what sort of issues should be covered. Furthermore they are asking organisations whether they, or their partners, would be interested in contributing, and if they would be able to assist in its dissemination. Finally, they would like to know what other tools for promoting children's rights already exist in French, and what their particularities are.
