Please note that we are unable to respond to requests addressed to crin_specialsession@domeus.co.uk ________________________________ UN Finds One in Twelve Children Dies Before Age Five [news] [Geneva / New York, 18 April 2002] - One out of twelve children will die before age five, almost all from preventable causes, the United Nations announced today as it released an updated version of its landmark publication on the world's children. The child mortality rate and other statistics contained in the report lend gravity to the basic United Nations assertion that serious investment in the rights and development of children is essential to overcoming poverty. We the Children: Meeting the Promises of the World Summit for Children, a report by UN Secretary-General Kofi Annan, is the most comprehensive study ever released on the condition of children. Backed with data from nearly 150 countries, it shows that the disparities and pervasive poverty of today are directly related to under-investment in young people, especially their health, education and protection. The report says that if governments are truly serious about reducing poverty, then they must make children their first priority. ... "Clearly, the world's children have not had the promised 'first call' on resources - despite the extraordinary growth of the global economy. Consequently, much more needs to be done now, and with the greatest urgency," the report says. "National leaders must act on the past decade's most important lesson: that investing in children from the earliest years is neither a charitable gesture nor an extravagance, but is rather the best way to ensure long-term development." Each accredited NGO is allowed a maximum of four representatives. Space is provided on the pre-registration form for the names of these individuals. NGO representatives under the age of 18 must be accompanied by a chaperone. Children and young people and their chaperones are counted as part of the four-member delegation. NGOs must also ensure the completion of the Parent/Guardian Consent Form, also included with the re-invitation letter. When the pre-registration forms are received by fax, each nominated representative will be sent a confirmation letter by fax. This letter serves as the official invitation to your organisation's representative and can be used to apply for visa to the United States. Registration will take place during selected times from 4-7 May 2002 at the United Nations Headquarters in New York. Please check this web site for updates on location and time. Late registration will also be available from 8-10 May. All confirmed NGO participants, including young people under 18, must bring a copy of their confirmation letter and a valid photo identification (e.g. passport, driver license) to the NGO Registration Desk. UN Security will not issue UN grounds pass to anyone without a valid photo ID. SCHEDULE FOR THE SPECIAL SESSION ON CHILDREN 7 May, 3-5 PM, Conference Room 4 The agenda includes briefings from the UN, UNICEF, the Bureau of the Preparatory Committee and NGOs. 7 May, 7:00-9:00 PM - NGO reception An informal gathering of all participating NGOs, government delegates and UNICEF and UN staff. 5-7 May- The Children's Forum This side event is for representatives of government delegations and accredited NGOs under the age of 18 years. Only under 18 year-old delegates who were confirmed to participate in the Forum of September 2001 are being invited to attend the re-scheduled event. OTHER INFORMATION FOR NGOs NGO participation in the Special Session - The NGO Steering Group of the NGO Committee on UNICEF, in close collaboration with UNICEF, will continue to facilitate the participation of NGOs at the Special Session on Children. For detailed information and updates on these events, see the sections Agenda & Activities and Preparatory Process. GA Plenary - Only a very limited number of NGOs can make statements in the plenary. The list of NGO speakers for the plenary has been approved by the Bureau of the Preparatory Committee and the President of the General Assembly prior to September 2001. A very limited number of NGOs can also observe the debate in Plenary. There will be additional spill-over space in an adjacent conference room for a live telecast of the proceedings. Ad Hoc Committee of the Whole - A limited number of NGO representatives will have the opportunity to make statements in the Ad Hoc Committee of the Whole. 8-10 May - NGO Plenary Sessions. With a focus on moving forward with the goals of the Outcome Document, the NGO Steering Group has organized thematic sessions for each day of the Special Session for Children from 1-3 PM in the UN building. 9 and 10 May - NGO Briefings. NGO-organized briefings by members of the Bureau, UNICEF and NGOs on the progress and development of the Special Session on Children are scheduled from 8:15 - 9:00 AM. 8 May: Broad-based NGO approaches: This plenary will focus on the strengths and weaknesses of the Outcome Document, the process of developing national plans of action, global commitments made by governments, the role of NGOs and other key actors at the international level. 9 May: Regional approaches: NGO representatives will pinpoint government and NGO commitments at the regional and national levels. They will discuss how local and regional NGOs can work with partners and governments to develop and monitor national plans of action. 10 May: Under 18 participants will present approaches to moving the Children's Agenda as described in the Outcome Document Forward. The Under 18 NGO representatives will develop the format of this session.
