- COMMISSION ON HUMAN RIGHTS:  The UN Study on Violence Against Children - 
Perspectives, Opportunities, Challenges [side event and publication]

On Thursday, 11 April 2002, a panel discussion to discuss the forthcoming 
UN Study on Violence Against Children takes place at the Palais des 
Nations, Geneva.  Speakers include Paulo David ? Office of the High 
Commissioner for Human Rights, Marta Santos Pais - Director, UNICEF 
Innocenti Research Centre, Dr Andres Villaveces - Department of Injuries 
and Violence Prevention, WHO, Peter Newell - Joint Coordinator, Global 
Initiative to End All Corporal Punishment and Jo Becker - Policy Director, 
Children?s Rights Division, Human Rights Watch.  The panel discussion will 
be moderated by Roberta Cecchetti, Convenor of the Subgroup on the 
Commission on Human Rights

In preparation for this discussion, a small editing group prepared a 
position paper on the UN Study on Violence against Children. This will be 
made available at the panel discussion on the study itself and includes the 
names of NGOs that have signed up in support of this document. In this 
position paper, child rights NGOs welcome the General Assembly?s request 
(A/Res56/138) that the Secretary General conduct an in-depth study of 
violence against children and view it as a unique opportunity to expose the 
extent of the problem and identify safeguards to better ensure protection 
of children from violence.

- CHILD RIGHTS: Omnibus Resolution on the Rights of the Child [backgrounder]

There are numerous occasions when the rights of the child are addressed at 
the Commission on Human Rights. Additionally the rights of the child are 
dealt with separately as a specific item of discussion. A specific 
resolution on the rights of the child is adopted every year, in the form of 
an omnibus resolution.

The existing omnibus resolution on the rights of the child of the UN 
Commission on Human Rights began as a combination of separate resolutions. 
Previously a number of resolutions on specific issues affecting children 
were introduced by the country most concerned about the issue. These 
included children living and working on the street, sexual exploitation of 
children and children affected by armed conflict. Concerned about the 
"proliferation" of resolutions pertaining to children it was decided in 
1994 to bring together all the issues in an omnibus resolution. It was 
initially intended that the omnibus resolution would not only consolidate 
the many resolutions on child rights but also would be rationalised and 
shortened.

Although there have been some attempts to streamline the resolution, at the 
same time the resolution has continued to grow through the inclusion of new 
issues. This growth has often occurred on an ad hoc basis rather than in 
response to a clear, coherent overarching structure and purpose. The 
resolution of the 57th session (E/CN.4/RES/2000/85) comprised of 22 
preambular paragraphs and 59 operative paragraphs over 14 pages. At the 
last session an attempt was made to shorten the resolution 
(E/CN.4/RES/2001/75) by reaffirming parts of the previous resolution, but 
it is still too long: 18 preambular paragraphs, 38 operative paragraphs and 
11 pages. With a range of emerging issues pertaining to child rights, the 
resolution is likely to expand even more dramatically over the coming years.

  - CRIN: Mainstreaming Child Rights, CRIN Newsletter - Issue 15  [publication]

This edition of the CRIN Newsletter considers how to take forward the 
?mainstreaming? of child rights and illustrates this process through a 
selection of case studies. This covers the ways in which child rights 
issues are integrated into the work not only of child focused bodies (such 
as the UN Committee on the Rights of the Child) but of a much wider range 
of institutions such as the United Nations Commission on Human Rights, the 
UN Security Council, corporate businesses and other bodies.

Although there are many definitions of ?mainstreaming?, generally 
mainstreaming child rights has been used recently to describe a range of 
activities and a process that are aimed at bringing child rights in from 
the margins and into the mainstream.

This newsletter draws together key case studies to further the debate on 
the process of child rights mainstreaming, providing an introduction to the 
issue and a suite of case studies that look at the various mechanisms and 
means through which this process is happening. The newsletter documents 
good practice and innovation. In addition, case studies raise questions 
about the impact that mainstreaming processes have on the promotion and 
support of child rights worldwide. Marta Santos-Pais, Director of the 
UNICEF Innocenti Research Centre opens the thematic articles with her guest 
commentary in which she discusses the history of mainstreaming child rights 
and the major challenges critical to success in moving the child rights 
agenda forward. Following articles include the Children's Human Rights 
Caucus and the Commission on Human Rights, the Special Rapporteurs, the 
Security Council and Children in Armed Conflict and the issue of Violence 
Against Children and the forthcoming UN Global Study on the subject.

The second issue of CRIN's occasional CRINMAIL service in Spanish was 
disseminated on 3 April 2002, providing Spanish coverage of news, latest 
publications and events relating to child rights.

It announced the 58th Session of the Commission on Human Rights, the 
availability of both optional protocols to the Convention on the Rights of 
the Child in Spanish on the website of the Office of the High Commissioner 
of Human Rights, as well as NGO Alternative Reports submitted in Spanish at 
the 29th Session of the Committee on the Rights of the Child (February ? 
March 2002).  In addition, it lists the UNICEF report ?We the Children ? 
Meeting the Promises of the World Summit for Children? as well as a list 
of  CRIN's Special Session publications in addition to a recent press 
release about this historic event for children.
