EDUCATION: US Mission Report [publication]

Providing a much needed analysis of country-specific challenges in 
education from a human rights perspective, this report reviews the 
historical background of free public education in the United States, 
examines current initiatives surrounding the fiscal allocations for public 
education and discusses the racial and gender profile of economic exclusion.

POVERTY: Major Campaign against Child Poverty [news]

[London, 26 Feb] -- Grow up Free from Child Poverty, the new name for the 
International Action Against Child Poverty Coalition lauched a new report 
'Meeting the 2015 Targets: a Progress Report' in Westminster on Tuesday 26 
February. Gordon Brown, Hilary Benn (Minister for International 
Development) and Jan Vandemoortele of the United Nations Development 
Programme were amongst the key note speakers at this event marking the 
first anniversary of the Westminster Conference that launched the Gordon 
Brown initiative.

'Meeting the 2015 targets: A progress report' looks at what has been done 
in the last year towards meeting the International Development Targets, now 
known as the Millennium Development Goals which are to:

* to halve child poverty by 2015
* to ensure universal primary education by 2015
* to halve infant mortality by 2015

The report concludes that at the present rate of progress these targets 
will be missed and maps out what still needs to be done to achieve them.

Angela Penrose, Chair of Grow up Free from Poverty, commented: "Poverty 
robs children of their basic rights, their childhood and of opportunity. 
The experience of all the groups in our coalition is that inequalities are 
getting worse and it is an outrage that, in the 21st century, we live in a 
world that fails children so badly. There has been much rhetoric from 
governments and other international players but a disappointing lack of 
activity."

Among the issues Grow up Free from Poverty are calling for are:
* Increased and quicker debt relief
* Agreed timetables from governments to meet the 0.7% GDP development aid 
target
* Resolution of problems surrounding essential drug pricing and patenting
* Exemption from trade liberalisation for developing countries until it is 
in their interest to do so.

Annan Warns on Poverty Targets [news]

Kofi Annan, the secretary-general of the United Nations, warned yesterday 
of a "loss of momentum" in the international cam-paign for sustainable 
development.

In a speech in London, Mr Annan said three important conferences - trade in 
Doha last year, development finance in Monterrey next month and the 
environment in Johannesburg in August - gave governments a chance to get 
back on track with the 2015 targets for development.

Several of the targets, which include halving extreme poverty and achieving 
universal education, are in danger of being missed by some distance. Mr 
Annan said the environmental goals agreed at the Rio Earth summit in 1992 
were also under threat.

"Prevailing approaches to development remain fragmented and piecemeal," he 
said. "Funding is woefully inadequate and production and consumption 
patterns continue to overburden the world's natural life support systems."

to reduce the gap between international agreements relating to children and 
armed conflict and the daily reality faced by these children.  The 
guidelines provide both a framework for action and examples of 
organisational good practice.

be undertaken to stop the commercial sexual exploitation of children. The
