Case study 2

Ms. A lives in a village in the country of Maconia. Her village is in a region controlled by rebel groups. Ms. A holds no particular political opinion and is not politically active. She is a widow and concerned with bringing up her two young children and managing the family shop. For two years the government troops have bombarded the area in an attempt to make the rebels surrender. Food is running low in the village and there is no access to medical care. One night bombs land in the village killing three adults and two children. The next day Ms. A decides to leave with her children and manages to make it across the border into the neighbouring country.

Question: Does Ms. A qualify for Convention refugee status?
