Case study 1

Mr. X lives in the Nanio, the second largest city in the country of Arcadia. He is an active member of a group opposed to the government. On a number of occasions he has been arrested for organising opposition rallies and for giving radio interviews in which he criticised the policies of the government. The last time he was arrested he was severely beaten. After three days he was let go but police warned him that next time he would end up like his friend Mr. Z who had been found dead in a field. Fearing for his life, Mr. X travels to the capital city and visits the office of the UNHCR to request asylum under the 1951 Refugee Convention.

Question: Does Mr. X qualify for Convention refugee status?
