From the HREA staff

Dear colleagues and friends of HREA,

The (Arab) Spring has arrived. The democratic revolutions in Tunisia and Egypt have sparked a popular uprising throughout the Middle East that few had predicted even six months ago. At the moment of this writing the promise of democracy and freedom is sustained through peaceful protests against the repressive regimes in Bahrain, Syria and Yemen, although casualties continue to rise in Libya as what seems to evolve into a full-fledged civil war. Further reforms are underway in Jordan, Morocco and some of the Gulf States. There is movement in Algeria, Gaza and the West Bank, and even Iran does not seem to escape the Arab Spring.

Now more than ever movements advocating democracy, human rights and rule of law need to be supported. At HREA we will expand our work in the region and strengthen our decade-long collaborations with our partners in Egypt, Morocco and Tunisia, and alumni of our regional training programmes, in order to continue to build capacities of civil society organisations through education and training. Last month, for the third year, we launched the annual preparatory online phase of the Anabtawi summer programme with the Arab Institute for Human Rights, about which you will read more in this newsletter. For UNRWA, the UN agency for palestine refugees, we will be assessing human rights education programing in UNRWA schools in Gaza, Jordan, Lebanon, Syria and the West Bank. We are also excited about a new collaboration with the human rights organisation Arseh Sevome ("Third Sphere") with whom we will implement a training programme to enhance capacity of human rights defenders in Iran.

It is a privilege to be able to work with others engaged in helping to make the promise of democracy and freedom a reality. We at HREA feel honoured to be working with our colleagues in the Middle East and North Africa, and to be connected with each one of you.

Russian version of Compendium of Good Practice in HRE now available

Compendium of Good PracticeThe Russian language version of Human Rights Education in the School Systems of Europe, Central Asia and North America: A Compendium of Good Practice (Образование в области прав человека в школьной системе Европы, Центральной Азии и Северной Америки: сборник примеров успешных практик) has just been released by the Office for Democratic Institutions and Human Rights of the Organization for Security and Cooperation in Europe (OSCE/ODIHR). The original, English language publication was jointly published by the Council of Europe, the Office of the United Nations High Commissioner for Human Rights (OHCHR) and UNESCO in 2009. HREA developed the Compendium under the guidance of these partners.

Arab Institute and HREA launch 21st edition of Anabtawi summer school online

For the third consecutive year an on-line component has been added to the 21st edition of "Anabtawi", the summer school for Arab human rights defenders. Anabtawi traditionally consists of a two-week intensive training workshop that takes place in Tunis annually and is organised by the Arab Institute for Human Rights (AIHR).

HREA and the AIHR added the pre-course on-line phase to Anabtawi two years ago in order to save time during the summer school by introducing participants to basic human rights knowledge on-line so that during the summer course more emphasis could be placed on skills development and strategising. The on-line phase also allows for more reflection and in-depth engagement with the theory and background of human rights mechanisms and human rights law.

Fifty participants from 14 countries in the Middle East and North Africa participate in six weeks of intensive on-line courses that began on 9 April and will conclude on 27 May. The courses introduce participants to the main UN human rights mechanisms, the basics of international humanitarian law and the human rights-based approach, and familiarise them with other Anabtawi participants and the trainers.

Panel discussion 'Teaching for Social Transformation'

On 21 April, HREA, the Carr Center for Human Rights Policy at the Harvard Kennedy School of Government and the Civic and Moral Education Initiative at the Harvard Graduate School of Education co-sponsored the panel presentation "Teaching for Social Transformation: Approaches to Human Rights Education in India, Lebanon, and Turkey".

The presenters were HREA's Executive Director Felisa Tibbitts, Monisha Bajaj (Assistant Professor of Education, Teachers College, Columbia University) and Zeena Zakharia (Tueni Fellow, Carr Center for Human Rights Policy, Harvard Kennedy School of Government). They critically explored the "empowerment model" of human rights education – both conceptually and in practice. Examples from the formal and nonformal learning sectors in India, Lebanon and Turkey were used to investigate programme variations and evidence of outcomes within these national contexts.

New e-course on the rights of the child

Rights of the Child_80HREA has launched a self-directed e-course on the rights of the child. This e-course is the third course of its kind offered by HREA, following the launch of "Rights of Refugees and Displaced Persons" and "Human Rights in Europe" in 2010. The children’s rights e-course gives an overview of the institutions and mechanisms that serve to fulfill the rights of children, how children's rights are being compromised and what the learner can do to help.

These are the main themes of the e-course:

- Understand the child rights protection framework
     - Who is a child?
     - History of child rights protection
     - Guide to the Convention on the Rights of the Child
     - Role of the Committee on the Rights of the Child
     - National protection of children

- Study 10 child rights themes
     - Child labour
     - Children in armed conflict
     - Children in contact with the law

     - Education
     - Health
     - Identity
     - Sexual exploitation
     - Violence against children

The e-course can be accessed at any time that is convenient and is self-paced. This feature of HREA’s e-courses make it convenient for learners to participate at their own pace. The course takes between 3 and 5 hours to complete.
