The programme of courses on International Refugee Law started in 1982. The Courses are organised in cooperation with the Office of the High Commissioner for Refugees, with the support of the Swiss Federal Office for Migration, the US State Department (Bureau of Population, Refugees and Migration), the Irish Government and Espăna con ACNUR.
The objectives of the courses are:
- to promote and disseminate the knowledge of international and regional instruments on the protection of refugees and displaced persons; - to improve and harmonize their practical application and implementation at national level; - to train government and NGO officials responsible for the implementation of refugee law and the organisation of national refugee law courses.
In order to improve the relevance of the courses, which should reflect new necessities and demands, the programme does not concentrate purely on general subjects of Refugee Law, but it addresses specific issues, chosen from the most current and stimulating ones, such as the detention of asylum seekers and refugees, the "exclusion clause", agents of persecution, temporary protection, burden-sharing and solidarity, gender-based violence, protection in situations of mass-influx. The courses benefit from having a range of participants with a knowledge of Refugee Law and experience in dealing with practical refugee matters in their country. The consequent exchange of experience and knowledge, offering a variety of perspectives, is one of the strong points of the course. The course programme includes some introductory lectures on specific topics, given by academics and experts from governments, international organisations and institutes. The same topics are developed through the discussion of case studies, with participants divided into workshops. Level:

Location: Sanremo, Italy
Participants: primarily government officials who are involved in the formulation and application of legislation and policies affecting people in need of protection. Likewise, the course is open to members of civil society who advocate for the protection of forcibly uprooted people.
Tuition, fee, lodging: 500 Euro. The registration fee covers: participation in the course, lunch and coffee breaks during working days, working documents, excursion, transportation from and to Nice airport, the official dinner and other social events. The application deadline is 17 October 2009.
