Description This handbook is intended for existing national human rights institutions and for governments either considering or actively involved in the process of establishing these institutions. It provides a summary of the purposes for which a human rights institution may be established, an overview of elements necessary for an institution’s effective functioning, and an analysis of its various responsibilities. The handbook does not seek to establish an “ideal” institution. Instead, it provides guidelines and recommendations based on the achievements and difficulties experienced by institutions in many countries.
