This guide is intended as a practical tool to support national human rights institutions (NHRIs), such as human rights commissions and ombudsman offices, as they plan and undertake concrete activities to prevent torture in their country. It explains prevention strategies and outlines good practices to strengthen the capacity of NHRIs to prevent rather than merely react to instances of torture. The guide is designed primarily for national institutions accredited according to the United Nations Paris Principles, but it may also be a useful resource for human rights monitors or for non-governmental organisations in general. |
