Description This publication argues for a gender-responsive and rights-based approach to implementing, monitoring and reporting on the Millennium Development Goals (MDGs). It presents a framework for developing a gender-responsive rights-based national MDG reporting framework, and suggests long-term and intermediate targets and indicators. It is especially designed to assist development policy makers, planners and practitioners from government and civil society to develop, implement and monitor strategies to achieve each goal, and in ways that adapt global goals and indicators to national and local contexts and draw links between different MDGs.
