Litigation training on the European Convention

10-14 July 2002

The training will consist of lectures on rights guaranteed by the European Convention on Human Rights (ECHR) and interactive group work based on the consideration of hypothetical cases before the European Court of Human Rights. The training will focus on building practical skills for selecting cases of human rights victims with potential for international litigation and representing those victims before the European Court of Human Rights. Participants are expected to have basic knowledge of international human rights law. Training methods will make extensive use of active individual participation, with the help of moderators. The workshop will focus on Articles 6, 8, 13, 14 and Article 1 of Protocol 1 ECHR.

This training workshop is part of a two-year project implemented by the Bulgarian Helsinki Committee and supported by COLPI, Budapest. As a part of the project, the Bulgarian Helsinki Committee, in co-operation with INTERIGHTS, will offer ongoing litigation support in the form of advice, research and drafting of documents for the duration of the project to participating lawyers and their organizations. There will be an opportunity for selected participants to take part in a two-week training seminar focusing on issues of non-discrimination and minority rights under EU law and the ECHR, to be conducted in June of 2003 by the Netherlands Helsinki Committee and INTERIGHTS in the Netherlands. Working language is English.

Participants: The number of participants is limited to 20. Applications are solicited from litigating human rights lawyers from Albania, Bulgaria, FR Yugoslavia, FYR Macedonia and Moldova, affiliated with human rights NGOs. Applicants should submit a cover letter and a CV by May 15, 2002. A letter of recommendation from the affiliated NGO will be an advantage.

Tuition, fee, lodging: Travel and accommodation will be covered by COLPI, Budapest.
