Calendar December 2001 19 November-12 December 2001 The programme on the Role of National Independent Institutions (NIs)in Human Rights Protection has been organised in consultation with the Office of the High Commissioner of Human Rights. It aims at giving the participants an overview of international human rights law and practical training in reporting procedures and complaints handling. The objective of the course is to provide the participants with in-depth knowledge in international and regional systems for the promotion and protection of human rights, regional and international monitoring mechanisms and national implementation procedures in the field of human rights. In addition to the coverage of substantial human rights issues, the course will focus on issues of management and administration of a NI. The latter topic would include subjects as long term strategic planning, prioritising, annual report writing and complaints handling. The course will also provide an opportunity for the participants to exchange ideas and experience from their work at national independent institutions with fellow participants from other states undergoing similar political and social reforms. By supporting initial contacts the course can contribute to the establishment of a regional network. The programme encompasses the following topics: Introduction to human rights and humanitarian law as well as good governance; Civil and political rights; Economic, social and cultural rights; Refugee law; Equal status and human rights of women; Children's rights; Minority rights; Implementation of human rights; Regional and international monitoring procedures; The judiciary and human rights; Relationship between NIs and NGOs; The Swedish ombudsman system; Reporting procedures; Complaints handling; Good governance; Setting priorities; Long-term strategic planning; Management. Lectures will be given by researchers from the Lund University and by invited Swedish and International specialists. In addition, the participants are encouraged to contribute in their area of expertise. Daily lectures, seminars and group work will take place in the framework of a 40 hours week. The participants from each NI will be requested to prepare, before coming to the course, a discussion paper on the mandate of the NI and the specific challenges and problems facing the NI. The papers will be presented by each group and then discussed by all participants. All participants completing the programme will receive a certificate of attendance. Included in the programme is a study visit to Stockholm. Different government agencies responsible for the administration of justice, in particular the various ombudsman institutions, and non-governmental organisations will be visited. Shorter visits will be made to various government agencies in Lund, Malmoe and Copenhagen, Denmark. The training programme will be organised and conducted primarily in English. Simultaneous interpretation will be provided to and from Russian. Level: professional Location: Lund, Sweden Participants: This programme is primarily directed to representatives of NIs (human rights commissions, public defender's offices and ombudsman institutions). However, applications from other human rights professionals may be considered. Persons from the following states are invited to participate in the programme: Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyz Republic, Moldova, Tajikistan Turkmenistan, Ukraine, Uzbekistan. Candidates will have to certify their proficiency in English. Tuition, fee, lodging: Candidates who are accepted to participate in the programme will receive a scholarship from Sida covering the costs for participation as well as accommodation, meals and international travel. The participation costs includes all lectures, literature and documents, as well as insurance and transportation during the programme. However, each participant must arrange for funds covering personal expenses in Sweden.
