Non-discrimination and Minority Rights

19-23 November 2001

This one-week intensive course is meant to give a systematic picture of the norms on non-discrimination and minority right within the United Nations, the Council of Europe, the European Union and the OSCE contexts. Attention will also be given to general issues such as various forms of discrimination, the nature of minority rights, multiculturalism, affirmative action and legal strategies against racism.

The course consists of lectures, case studies and a voluntary written exam. Those who successfully complete the course, including the written exam, will receive a Diploma equivalent to 5 Finnish credits or 7.5 ECTS credits. With no written exam, the participants will receive a Certificate of Attendance equivalent to 1 Finnish credit or 1,5 ECTS credits.

Course topics: The Prohibition of Discrimination under General Human Rights Instruments, Rights of Indigenous Peoples, Challenges to Non-Discrimination, The Protection of Minorities, European Commission against Racism and Intolerance (ECRI), Discrimination against Women, The European Union: Article 141 of the EC Treaty, The European Union: Articles 12 and 13 and the New Non-Discrimination Directives, The Protection of Minorities in the Work of the United Nations, OSCE Standards and Their Implementation.

Location: Turku/Åbo, Finland

Participants: The number of participants is limited to 25.

Tuition, fee, lodging: The course fee is FIM 1,000 (approx. EUR 168). Students at Åbo Akademi University and the University of Turku are exempted from the fee. The course is sponsored by the European Commission, the Finnish Ministry of Education and the Finnish Ministry for Foreign Affairs. Applicants should complete the attached application form, include 1-2 separate letters of reference and return the form to the Institute for Human Rights at the address below.
