Dr. Tibbitts is the co-founder of HREA, which she directed between 1997 and 2009. She has developed numerous resources and curriculum related to human rights education and is widely published. She has worked as an evaluator and researcher in the United States, Europe, Africa and Asia since 1989, where she has been involved in classroom-based research, needs assessment, programme evaluation, training and workshop evaluation, and assessment design. She has a doctorate in Political Science from Magdeburg University and two Master’s degrees from Harvard University: the Kennedy School of Government (Public Policy) and the Graduate School of Education (Administration, Planning and Social Policy). She served as adjunct faculty at Harvard University’s Kennedy School of Government and Graduate School of Education and the UN University for Peace. Dr. Tibbitts is a Lecturer at Columbia University’s Teachers College.
